Fukuda was educated at the Tokyo National University of Arts and Music in 1956 and joined Ajinomoto Co. till 1958. He then started working freelance. His most important fields of activity are graphic design and 3D design. He created the official poster for the Osaka Expo 1970, the Toyama Expo 1991, as well as the logo for the National Cultural Festival 1986. Fukuda taught at the Tokyo University of Fine Arts and Music (1972–2002) and at the Graphic Department of Yale University (1982–84). He has had solo exhibitions in New York (1967), San Francisco (1987), Quimper (1991), Buenos Aires (1993), Toyama (1995), Warsaw (1995), Tokyo (1997), and China (2002, 2003, 2004). He won the gold medal at the 1972 Warsaw Poster Biennale, was inducted into the NY ADC Hall of Fame (1987), won the first prize at the 1993 Biennale of Graphic Design in Brno, the UNESCO Grand Prix in Paris (1995), and the Grand Prix at the Lahti Poster Biennial (1995).
